It’s interesting that with, for instance, the Land Reform Bill still left over from the previous session, and the Private Tenancies and the Scottish Fiscal Commission Bills among the new ones, for both the SNP and the opposition a new system of national testing in primary schools seems to be the salient proposal. Possibly because just about every citizen once attended a primary school and consequently feels like an expert on the subject?
